How are regulators supporting financial markets in times of economic crisis and responding to more far-reaching changes in the financial system, ensuring financial rules are fit for purpose and able to meet the challenges of the next decade?

Natasha Cazenave, Managing Director and Head of the Policy and International Affairs Directorate of the French Financial Markets Authority - Autorité des Marchés Financiers (AMF) will deliver keynote remarks outlining the strategic priorities of the AMF in 2021 and its key policy recommendations on upcoming EU legislation such as the MiFID review, and on the revamped EU Capital Markets Union agenda in a post-Brexit scenario.

In a high-level conversation moderated by Francine Lacqua, Editor-at-Large, Bloomberg TV, Jean-Paul Servais, Vice Chairman, International Organization of Securities Commissions (IOSCO) and Chairman of the Belgian Financial Services and Markets Authority (FSMA) will share his perspective on Europe’s position at the forefront of international regulatory changes. He will be joined by Natasha Cazenave and Constantin Cotzias, Director, Bloomberg Europe who will provide an industry perspective.

Mr. Servais will deliver closing keynote remarks focusing on the international perspectives for financial markets regulation.

Natasha Cazenave

Managing Director, French Financial Markets Authority (AMF)

Natasha Cazenave is Managing Director of the French Autorité des Marchés Financiers (AMF) and Head of the Policy and International Affairs Directorate. The Directorate covers all areas of securities regulation including, market intermediaries and infrastructures, asset management, transparency requirements for issuers as well as fintechs and sustainable finance. Prior to joining the AMF, she worked eight years for Deminor, a European consultancy specialised in corporate governance and the promotion of investor rights. She started her career in the Valuation and Business Modelling team of Ernst & Young Corporate Finance. Natasha holds a Master’s Degree in Economics and Finance from the University of Paris Dauphine.

Jean-Paul Servais

Vice Chairman, IOSCO

Chairman, Belgian Financial Services and Markets Authority (FSMA)

Jean-Paul Servais is Chairman of the Financial Services and Markets Authority (FSMA), the Belgian financial supervisor. Internationally, he holds mandates as Vice-Chairman of the IOSCO Board, as well as Chairman of the IFRS Foundation Monitoring Board, the IOSCO European Regional Committee and the Audit Committee of IOSCO. He is also a board member of several international supervisory bodies for the financial sector: ESMA, ESRB, etc. He also chairs the Euribor and Eonia Benchmarks colleges and is a member of the Euronext College of Supervision. He teaches at the Université Libre de Bruxelles (ULB, University of Brussels), where he is part-time professor in the LL.M in International Business Law and in the specialized Master in Tax Law. He is author or co-author of more than 300 contributions, in particular in areas of relevance to the European and international system of financial supervision, to the FSMA's activities and to the academic and scientific activities undertaken at the ULB. He obtained a Master of Law (Master en droit) from the ULB and a Master of Economics in Business Management (Master in de economie, bedrijfskunde) from the Vrije Universiteit Brussel (VUB).

Constantin Cotzias

European Director

Constantin M. Cotzias is European Director at Bloomberg L.P. and chair of Bloomberg London. He is Global Head of External Affairs. He is a Director of Bloomberg Tradebook and Bloomberg Multilateral Trading Facility. He sits on the Mayor of London Economic Advisory Board and the Prime Minister’s Business Advisory Council. He was previously CEO of Bloomberg’s legal and regulatory news and research division. He joined Bloomberg in 2001 as Chief Counsel.

Prior to Bloomberg, Cotzias was a senior mergers and acquisitions lawyer at Denton Wilde Sapte (presently known as Dentons), one of the United Kingdom’s largest law firms, where he advised on mergers, acquisitions, joint ventures, and IPOs across industries including media, telecoms, technology, and energy. From 1998-2000, he was Chief Counsel of Denton Wilde Sapte’s Moscow office. He holds a bachelor’s degree in Modern History and Politics and is a Law graduate from the London School of Economics (University of London). Cotzias earned honours in the English Law Society Final Examinations and is a solicitor of the Supreme Court of England and Wales.

Francine Lacqua

Francine Lacqua is an award-winning London-based anchor for Bloomberg Television. She co-anchors the weekday 3-hour daily program “Bloomberg Surveillance” with Tom Keene, where she provides insight on foreign policy, global markets and the top business stories of the day. She also presents “Leaders with Lacqua,” a special series where she sits down with top CEOs, entrepreneurs and public figures. Since joining Bloomberg in 2000, Lacqua has covered the World Economic Forum in Davos, IMF in Washington, G20 meetings, the EU Leaders Summit and OPEC.
