Financial benchmark reforms have been the key agenda in various jurisdictions to improve the integrity and reliability of interest rate benchmarks. The Malaysia Overnight Rate (MYOR) was recently launched in September 2021 as the Alternative Reference Rate (ARR) for Malaysia and runs parallel with Kuala Lumpur Interbank Offered Rate. The introduction of MYOR will facilitate the development of financial products referencing a robust financial benchmark and also provide a wider array of hedging instruments that will support additional risk management strategies.

Chu Kok Wei

Chu Kok Wei is the Group Head of Treasury & Markets. His areas of responsibility include CIMB Group’s markets, sales, trading, and structuring businesses in interest rates, credit, foreign exchange, commodities, equity and their derivatives; fixed-income investments; and the funding and liquidity management operations for the CIMB Group. He is also the President at ACI - Financial Markets Association of Malaysia.

Prior to joining CIMB in 2003, Mr. Chu had 6 years experience with a major European bank developing its local currency fixed income business in both Malaysia and Singapore. Since joining Commerce International Merchant Bankers Berhad, Mr. Chu played an active role in the formation of group-wide treasury and market businesses across the various organic and

Mr. Chu holds an MSc in Finance and Economics with Distinction and First Class Honours of BSc (Econ) Economics from The London School of Economics and Political Science, University of London. He is also a CFA charter holder and Chartered Banker.

Jing Gu

Ms. Gu heads up ISDA’s legal team in the Asia Pacific region. Prior to joining ISDA, Ms. Gu was a Director in the Legal and Compliance Department of Credit Suisse (Hong Kong) Limited where she specialized in OTC derivatives and structured finance. Before joining Credit Suisse, she was an associate at Allen & Overy Hong Kong Office where she advised a number of international banks and Chinese banks on derivative transactions and ISDA documentation.

Ms. Gu holds a Master of Laws degree from Peking University, an LL.M. degree from New York University School of Law and a Master of Laws degree from Kyushu University in Japan. Ms. Gu holds the lawyer qualification certificate in China, is qualified in the State of New York and is admitted as a solicitor of the High Court of Hong Kong. Ms. Gu has been working for ISDA since 2008.

Vicky Cheng

Vicky Cheng is Head of Government and Regulatory Affairs Asia Pacific, overseeing government relations and regulatory developments impacting Bloomberg and its clients in the region.

Before joining Bloomberg, Vicky worked in both the public and private sectors. Her focus has been policy and regulatory development, advising senior management on related requirements and implementations. Vicky drove advocacy and public affairs programmes for various organizations including global corporates and financial institutions. During her time with an international law firm, Vicky led business development and thought leadership strategies for the Financial Services Regulatory and Dispute Resolution practices. She began her career with a Government providing policy analysis and communications.

Jamzidi Khalid (JK)

Jamzidi Khalid (JK) is currently the Group Treasurer and Deputy Managing Director of Wholesale Banking at AmBank Group. JK has over 20 years of banking experience. He started his career with Petronas before moving on to the banking industry. He has been with AmBank Group since 2014, and currently oversees Group Treasury & Markets and the wholesale franchise which includes Corporate Banking, Transaction Banking, and Coverage across AmBank’s wholesale client franchise.

He sits on the Financial Markets Association Malaysia (FMAM) committee as well as a member of Bank Negara Malaysia’s Financial Markets Committee. JK graduated with honors from Northeastern University, Boston USA.

Delvin Chong

Delvin Chong is currently the Senior Vice President, Treasury & Markets of Cagamas Berhad. He oversees the funding, liquidity management and investment operations for Cagamas.

Delvin has over 23 years of experience in treasury, structured finance, debt capital markets and pricing analytics. He was instrumental in establishing the Company’s first and largest MYR40 billion Medium Term Notes Programme in 2007. He was the Senior Vice President of Corporate Strategy & Analytics Division prior to joining the Treasury & Markets in 2018. Delvin is a member of the Financial Markets Association Malaysia and the Asian Institute of Chartered Bankers.

Rivai Tan

Rivai heads up the Global Markets Structuring team in Maybank that specializes in product development, analytics, and transaction executions in the derivatives and structured products space.

Prior to joining Maybank, he was in Citibank covering rates and foreign exchange exotics for clients in the Asia Pacific region, before moving on to run private side transactions and new product developments for the franchise.

William Mah

William is a Partner in PwC Malaysia and leads the Corporate Treasury Advisory and Financial Risk Management groups. He has over 24 years of providing assurance and advisory services to financial institutions and corporate clients in Malaysia and the region. He has also worked in the London office of PwC UK.

William has extensive experience in delivering risk and regulatory advisory work, IFRS implementation, accounting and valuation of complex financial instruments, and hedge accounting.

William holds a BA Econs (Hons) from the University of Manchester, UK, and is a Fellow of the Association of Chartered Certified Accountants (UK) and a Member of Malaysian Institute of Accountants.

Edmund Lee

Edmund Lee leads Bloomberg’s OTC Data Content Strategy for the Asia Pacific Region. He is responsible for data content underlying the benchmarks reform, transition activities, and spearheads these business initiatives by overseeing engagement with line of business executives, market participants, and regional regulatory bodies.

Before joining Bloomberg, Edmund worked in the financial sector across Singapore and Hong Kong for the last 30 years. He has held several positions in the interbank broker business and thereafter a number of roles over his 20 years in Bloomberg, primarily running financial solutions businesses in Asia Pacific. This involved originating key market development propositions and creating solutions for clients through working with the market participants and the financial community across the globe.
