Clara Chan

Ms Chan is responsible for the HKMA’s work on the maintenance of financial and monetary stability through macro-financial surveillance and market operations, as well as the regulatory regime on licensing and supervision of Stored Value Facilities and the designation and oversight of Retail Payment Systems in Hong Kong. Prior to the current role, Ms Chan was the Chief Investment Officer (Private Markets) leading the HKMA’s investment in private equity, real estate, infrastructure, technology, healthcare, credit and direct investments. Before joining the HKMA, Ms Chan was a member of the Administrative Officer grade of the Hong Kong Special Administrative Region (HKSAR) Government responsible for subjects covering home affairs, transport, and financial services. She is also a barrister admitted by the High Court of the HKSAR. Ms Chan is on the global list of 40 under 40 named by the Private Equity International in 2020, and received the Asia Industry Leadership Award of the 100 Women in Finance in 2016. She is a member of the World Economic Forum Global Future Council on Investing, and an advisor of the Global East Government Funds Roundtable. Ms Chan is an advocate for diversity and ESG awareness in the finance industry, and has been a frequent speaker on relevant topics.

Ms Zhu holds Dual Master Degrees in Finance and Law from University of Sydney.

Pranav Thakkar is a Global Fixed Income Business Manager at Bloomberg. He manages the Credit analytics (YAS), Repo's, Horizon Analysis and Credit workflows products. Through 20+ years' working in Fixed Income, Pranav has led the development of Credit analytics for Corps, Govt, Loans, Prfds, Mmkt and Munis securities. He also managed the initial launch and business strategy of PORT Fixed income Intraday, Scenario analysis and Portfolio management tools. He currently heads up the FI Libor Transition initiative efforts for Bloomberg. Pranav holds a Master's in Computer Science from the Rochester Institute of Technology.

Katie Kelly

Katie Kelly is a Senior Director in the Market Practice and Regulatory Policy team at ICMA, where she is primarily responsible for representing the interests of ICMA’s primary market issuer constituency (financial issuers and corporates). More recently, Katie has been working on the transition from LIBOR to risk-free rates and is active in the various associated working groups of the £RFR Working Group, with a particular focus on the adoption of SONIA as the new risk-free rate and the transition of legacy instruments. Prior to joining ICMA in 2011, Katie practiced law at Linklaters in both the London and Paris offices before taking a position as Treasury Counsel at British American Tobacco.

Vicky Cheng

Before joining Bloomberg, Vicky worked in both the public and private sectors. Her focus has been policy and regulatory development, advising senior management on related requirements and implementations. Vicky drove advocacy and public affairs programmes for various organizations including global corporates and financial institutions. During her time with an international law firm, Vicky led business development and thought leadership strategies for the Financial Services Regulatory and Dispute Resolution practices. She began her career with a Government providing policy analysis and communications.

Mushtaq Kapasi

Mushtaq Kapasi is a Managing Director and ICMA’s Chief Representative for the AsiaPacific region. He has been based in Hong Kong since 2002, engaged in senior strategy, capital market and legal roles covering the region at international banks active in Asia. He has worked as a lawyer in debt capital markets and derivatives, a structurer in equities and fixed income, a manager of complex trades with regulatory and accounting considerations, and an adviser to top executives on emerging market strategy. He has also served as a consultant on financial structures of renewable energy projects in frontier markets. He is a member of the New York State Bar and studied mathematics at the University of Texas and law at Yale University.
